監(jiān)理標段招標公告
1. 招標條件
1.1本招標項目巴州區(qū)回風(fēng)北路二段棚戶區(qū)改造安置住房建設(shè)項目(項目名稱)已由巴中市發(fā)展和改革委員會(項目審批、核準或備案機關(guān)名稱)以巴發(fā)改審[2013]59號、巴發(fā)改審[2020]31號（批文名稱及編號）批準建設(shè)，建設(shè)資金來自業(yè)主自籌（資金來源），項目出資比例為100%，招標人為巴中匯鑫發(fā)展有限公司。項目已具備招標條件，現(xiàn)對該項目的監(jiān)理進行公開招標。
1.2本招標項目為四川省行政區(qū)域內(nèi)的國家投資工程建設(shè)項目，巴中市發(fā)展和改革委員會（核準機關(guān)名稱）核準（招標事項核準文號為巴發(fā)改審[2013]59號、巴發(fā)改審[2020]31號）的招標組織形式為委托招標。招標人選擇（本招標項目在省發(fā)展改革委指定比選網(wǎng)站上的項目編號為/）的招標代理機構(gòu)是江蘇大洲工程項目管理有限公司。
2. 項目概況與招標范圍
2.1建設(shè)地址：巴中市巴州區(qū)回風(fēng)街道辦事處大溪村二組。
2.2建設(shè)內(nèi)容：施工圖紙及工程清單中所含建設(shè)內(nèi)容（主體建設(shè)，小區(qū)配套道路、給排水、消防、供配電、綠化、化糞池等附屬工程。）
2.3招標范圍：本次施工圖紙及工程量清單所示全部監(jiān)理范圍；
2.4標段劃分：1個標段；
2.5監(jiān)理服務(wù)期：施工工期+監(jiān)理缺陷責(zé)任期
（說明本次招標項目的建設(shè)地點、規(guī)模、計劃工期、招標范圍、標段劃分等）。
3. 投標人資格要求
3.1本次監(jiān)理招標要求投標人須具備須具備獨立法人資格，并具有建設(shè)行政主管部門頒發(fā)的房屋建筑工程監(jiān)理乙級及以上資質(zhì)，四川省省外企業(yè)需具備《四川省省外企業(yè)需具備《四川省省外建筑企業(yè)入川承攬業(yè)務(wù)驗證登記證》或帶二維碼的《四川省省外施工、監(jiān)理入川承攬業(yè)務(wù)信息錄入證》。近3年（2017年至今）至少完成1個類似項目監(jiān)理業(yè)績，并在人員、設(shè)備、資金等方面具有相應(yīng)的監(jiān)理能力。
3.2本次招標均不接受聯(lián)合體投標。
3.3各投標人均可就上述標段投標，但可以中標的合同數(shù)量不超1（具體數(shù)量）個標段。
4. 招標文件的獲取
4.1 凡有意參加投標者，請于2020年10月1日00時00分（北京時間，下同）至 2020年 10月 10日 23 時 59 分登陸巴中市政務(wù)服務(wù)和公共資源交易服務(wù)中心網(wǎng)站（http://zwhjy.cnbz.gov.cn/）“公共資源交易平臺”中“建設(shè)工程招標投標”通過數(shù)字證書下載招標資料（招標文件、工程量清單、施工圖紙等）。
4.2 招標人不提供其他任何報名和招標文件獲取的方式。
5. 投標文件的遞交
5.1 投標文件遞交的截止時間（投標截止時間，下同）為 2020年 10月 27日 10時 00分，地點為巴中市政務(wù)服務(wù)和公共資源交易服務(wù)中心(經(jīng)開區(qū)紅星街70號巴中市民之家4樓）本項目開標室。
5.2 逾期送達的或者未送達指定地點的投標文件，招標人不予受理。
6. 發(fā)布公告的媒介
本次招標公告在全國公共資源交易平臺（四川?。?、《四川建設(shè)網(wǎng)》、《巴中市政務(wù)服務(wù)和公共資源交易中心網(wǎng)》（發(fā)布公告的所有媒介名稱）上發(fā)布。
