2.供應(yīng)商資格要求： 2.1. 基本要求：具備《中華人民共和國政府采購法》第二十二條第一款規(guī)定的條件。

3、采購文件的獲取 3.1獲取時(shí)間： 2020-08-28 09:00 至 2020-09-08 14:00 ，（北京時(shí)間，下同） 3.2獲取方式：登錄本項(xiàng)目采購公告發(fā)布媒體查閱公告附件，免費(fèi)下載獲取采購文件。 3.3方式：網(wǎng)上下載。 3.4售價(jià)：0元。 4、響應(yīng)文件的提交 4.1.截止時(shí)間： 2020-09-08 14:00 4.2提交方式：供應(yīng)商登錄青島西海岸新區(qū)政府采購網(wǎng)，通過青島西海岸新區(qū)政府采購一體化交易管理平臺系統(tǒng)（簡稱交易系統(tǒng)），使用CA數(shù)字證書加密上傳電子響應(yīng)文件和簽到。 5、響應(yīng)文件開啟時(shí)間及地點(diǎn) 5.1.開啟時(shí)間： 2020-09-08 14:00 5.2.開啟地點(diǎn)：供應(yīng)商自行選擇互聯(lián)網(wǎng)連接暢通的場地，接到解密提示后，應(yīng)當(dāng)在規(guī)定時(shí)限內(nèi)通過上傳響應(yīng)文件的CA數(shù)字證書對電子響應(yīng)文件開始解密。

6.1.本項(xiàng)目采購公告在青島西海岸新區(qū)政府采購網(wǎng)（zfcg.huangdao.gov.cn）上發(fā)布，同步推送至（www.ccgp.gov.cn）、中國山東政府采購網(wǎng)（www.ccgp-shandong.gov.cn）和青島市政府采購網(wǎng)（www.ccgp-qingdao.gov.cn）、青島西海岸新區(qū)公共資源交易網(wǎng)（https://hdggzy.qdxhaggzy.com/），公告期限為自本項(xiàng)目采購公告發(fā)布之日起3個(gè)工作日。
6.2本項(xiàng)目落實(shí)中小微型企業(yè)扶持、監(jiān)獄企業(yè)扶持等政府采購政策詳見采購文件。
6.3本項(xiàng)目采用全流程電子化操作，供應(yīng)商應(yīng)詳細(xì)閱讀青島西海岸新區(qū)政府采購網(wǎng)“政務(wù)信息”欄目中的《青島西海岸新區(qū)財(cái)政局關(guān)于啟用青島西海岸新區(qū)政府采購一體化交易管理平臺系統(tǒng)的通知》（青西新財(cái)〔2019〕585號）及“服務(wù)指南”欄目中的相關(guān)文件，并辦理用戶注冊和CA數(shù)字證書，下載安裝最新的響應(yīng)文件編制工具等，否則無法參加采購活動；供應(yīng)商使用交易系統(tǒng)和編制工具遇到問題的，可致電技術(shù)支持熱線咨詢（0532-85167603），也可在青島西海岸新區(qū)政府采購網(wǎng)“在線提問”欄目進(jìn)行網(wǎng)上詢問。
6.4除成交供應(yīng)商向采購代理機(jī)構(gòu)支付代理服務(wù)費(fèi)外，本項(xiàng)目不再向供應(yīng)商收取參加采購活動的保證金、評審費(fèi)、履約保證金及其他資金。
