陜西有色天宏瑞科硅材料有限責(zé)任公司電子及光伏新材料產(chǎn)業(yè)化項(xiàng)目已由陜發(fā)改產(chǎn)業(yè)【2014】542號文批準(zhǔn)建設(shè)，招標(biāo)人為陜西有色天宏瑞科硅材料有限責(zé)任公司，建設(shè)資金企業(yè)自籌，項(xiàng)目已具備招標(biāo)條件，現(xiàn)對硅烷10區(qū)檢修服務(wù)項(xiàng)目進(jìn)行公開招標(biāo)。
The Electronic and Photovoltaic New Material Industrialization Project of Shaanxi Non-Ferrous Tian Hong REC Silicon Material Co., Ltd. (hereafter referred to as “the Project”) has been approved in the SFGCY[2014] No. 542 Document. The Tenderee, Shaanxi Non-Ferrous Tian Hong REC Silicon Material Co., Ltd., will raise the fund by itself. The Project is ready for bidding. Now for Silane 10 area maintenance service project public bidding.

2.3 項(xiàng)目概況及招標(biāo)內(nèi)容:等技術(shù)規(guī)格書要求的工作內(nèi)容。工作范圍是完成本次招標(biāo)工程量清單所列項(xiàng)目所需的測量，施工，檢測，修理、保養(yǎng)、管理、調(diào)試等檢修工作，達(dá)到國家及行業(yè)質(zhì)量要求，并承擔(dān)一切人力，所需設(shè)備設(shè)施、乙供材料，各種物資等的費(fèi)用，具體詳見技術(shù)資料及工程量清單。
2.3Project overview and bidding content:. The scope of work is the inspection, construction, testing, repair, maintenance, management, commissioning and other maintenance work required to complete the projects listed in the bidding list. It meets the national and industrial quality requirements, and bears all manpower, equipment and facilities required. 2.4 工期：90日歷天。本次項(xiàng)目施工預(yù)計(jì)工期3個(gè)月（2020年10月1日至2020年12月31日），部分關(guān)鍵項(xiàng)目要求11月10日前完成。
2.4 Construction period: 90 calendar days. The construction period of this project is expected to be 3 months (from October 1, 2020 to December 31, 2020), and some key projects are required to be completed before November 10.

3．投標(biāo)人資格要求
3. Bidder’s qualification requirements
3.1 投標(biāo)人須是中華人民共和國境內(nèi)正式注冊并具有有效獨(dú)立法人資格的法人或其他組織，需具有建設(shè)行政主管部門頒發(fā)的機(jī)電工程施工總承包三級及以上資質(zhì)或石油化工工程施工總承包三級及以上資質(zhì)。
3.1. The bidder shall be a legal person or other organization officially registered in the territory of the People's Republic of China and having a valid independent legal personality. It shall have grade III or above qualification for general contracting of mechanical and electrical engineering or grade III or above qualification for general contracting of petrochemical engineering issued by the competent administrative department of construction.
3.2 擬派項(xiàng)目經(jīng)理具有機(jī)電工程專業(yè)國家二級及以上注冊建造師證書及安全考核合格B證，且承諾項(xiàng)目經(jīng)理到任時(shí)應(yīng)保證無負(fù)責(zé)的其他在建工程。
3.2 The proposed project manager shall have the certificate of the registered builder of the second and above registered builders of the national level and above of the mechanical and electrical engineering profession, and shall promise that the project manager shall ensure that no other construction works are not responsible when he or she arrives.
3.3 單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，都不得在本招標(biāo)項(xiàng)目中同時(shí)投標(biāo)。
3.3 The bidders which share the same responsible person, or either of which holds (or controls) or is held (or controlled) by the other, shall not bid for the Project at the same time.
3.4 陜西省外建筑企業(yè)須在陜西建設(shè)網(wǎng)“陜西建筑市場監(jiān)管與程序信息一體化平臺”錄入企業(yè)基本信息
3.4 Any construction enterprise outside Shaanxi Province must be logged on “Integrated Platform for Shaanxi Construction Market Regulation and Programming Information” of Shaanxi Construction Network for its basic information.
3.5.投標(biāo)人不得在“信用中國”網(wǎng)站被列為失信被執(zhí)行人，提供信用中國網(wǎng)站查詢截圖；
3.5 Bidders may not be listed as “untrusted” on the “Credit China” website, providing credit China website query screenshots;
3.6 本次招標(biāo)不接受聯(lián)合體投標(biāo)。
3.6 Consortium bid is unacceptable.

4. Acquisition of Bidding Document
4.1招標(biāo)文件領(lǐng)購開始和截止時(shí)間：2020年9月10日 09時(shí)00分至2020年9月15日09時(shí)00分（北京時(shí)間）；
4.1 Beginning and ending of selling Bidding Documents: from09:00, 9/10, 2020 to 09:00 ,9/15,2020 (Beijing Time) ；
4.2獲取招標(biāo)文件方式：凡有意參加投標(biāo)者，請于獲取時(shí)間內(nèi)(北京時(shí)間，下同)登陸中招聯(lián)合招標(biāo)采購網(wǎng)（以下簡稱平臺，網(wǎng)址http://www.365trade.com.cn/）下載電子招標(biāo)文件。投標(biāo)人應(yīng)充分考慮平臺注冊、信息檢查、資料上傳、購標(biāo)確認(rèn)、費(fèi)用支付所需時(shí)間，投標(biāo)人必須在前述獲取時(shí)間段內(nèi)完成支付，確保在招標(biāo)文件發(fā)售截止時(shí)間前成功購買下載招標(biāo)文件。
4.2 Access to tender documents: Those who wish to participate in the tender, please in the acquisition time (Beijing time, the same below) log on to the China Recruitment Joint Tender Procurement Network (hereinafter referred to as the platform, http://www.365trade.com.cn/) to download the electronic tender documents. 4.3招標(biāo)文件售價(jià)：1000.00元人民幣，售后不退。

4.4投標(biāo)人在中招聯(lián)合招標(biāo)采購平臺購買下載招標(biāo)文件需向平臺支付交易服務(wù)費(fèi) 200元，CA企業(yè)證書平臺收費(fèi)標(biāo)準(zhǔn)：首年400元，售后不退。
4.4 The bidders shall pay the transaction service fee of 200 yuan to the platform for purchasing and downloading the bidding documents on the China Merchants Joint Tendering and Procurement Platform. The fee for the CA enterprise certificate platform is 400 yuan in the first year and is non-refundable.
4.5投標(biāo)人首次登陸平臺前，須前往平臺免費(fèi)注冊，平臺將對投標(biāo)人注冊信息與其提供掃描件信息進(jìn)行一致性檢查。注冊為一次性工作，以后若有需要只需變更及完善相關(guān)信息；注冊成功后，可以及時(shí)參與平臺上所有發(fā)布的招標(biāo)項(xiàng)目。平臺注冊成功后，登陸平臺真實(shí)準(zhǔn)確完善用戶信息，特別是財(cái)務(wù)信息，及時(shí)辦理CA數(shù)字證書。
4.5 Before the bidders log on to the platform for the first time, they must go to the platform to register for free, and the platform will check the consistency of the bidder registration information and the information provided by them. Registration is a one-time job. If necessary, you only need to change and improve the relevant information. After successful registration, you can participate in all the bidding projects published on the platform in a timely manner. After the platform is successfully registered, log in to the platform to truly and accurately improve user information, especially financial information, and apply for a CA digital certificate in a timely manner.
4.6投標(biāo)人須通過平臺填寫“購標(biāo)申請”，上傳（招標(biāo)公告第三條“投標(biāo)人資格要求”的資料），否則購買操作無法完成。
4.6 Bidders must fill in the “Application for Bid Purchase” through the platform and upload (Information on the “Tenderer Qualification Requirements” in Article 3 of the Tender Announcement), otherwise the purchase operation cannot be completed.
4.7投標(biāo)人需要發(fā)票的，須通過平臺“發(fā)票管理”模塊進(jìn)行操作。招標(biāo)文件費(fèi)用及郵購費(fèi)發(fā)票由招標(biāo)代理機(jī)構(gòu)出具增值稅電子普通發(fā)票，發(fā)送至投標(biāo)人維護(hù)的電子郵箱。平臺交易服務(wù)費(fèi)發(fā)票由中招聯(lián)合信息股份有限公司（以下簡稱平臺公司）自動(dòng)出具增值稅電子普通發(fā)票，投標(biāo)人可在支付后3個(gè)工作日內(nèi)登陸前述模塊下載。非因招標(biāo)代理機(jī)構(gòu)或平臺公司原因，發(fā)票一經(jīng)開具不予退換。
4.7 If the bidder needs an invoice, he or she must do so through the platform "Invoice Management" module. The tender document fee and mail order invoice shall be issued by the bidding agency with an electronic free text invoice of value-added tax and sent to the e-mail address maintained by the bidder. The invoice for the service fee for the platform transaction shall be automatically issued by Zhongzhong United Information Co., Ltd. (hereinafter referred to as the Platform Company) for the electronic free text invoice of VALUE-added tax, and the bidder may log on to the above module within 3 working days after payment. The invoice shall not be refunded once issued, for reasons caused by the bidding agency or platform company.
4.8平臺統(tǒng)一服務(wù)熱線：010-86397110，(工作日9:00-12:00，13:30-17:00)，平臺將確保下載者的購買信息在開標(biāo)前對平臺公司有關(guān)工作人員保密；如下載者主動(dòng)與平臺公司工作人員聯(lián)系咨詢事宜，則視為下載者主動(dòng)放棄信息保密的權(quán)利，平臺公司將不承擔(dān)任何責(zé)任。
4.8 Platform unified service hotline: 400-092-8199, (working days 9: 00-12: 00, 13: 30-17: 00), the platform will ensure that the download information of the downloader is kept confidential to the relevant staff of the platform company before the bid opening; If the downloader takes the initiative to contact the staff of the platform company for consultation, it is deemed that the downloader has voluntarily waived the right to confidentiality of the information, and the platform company will not bear any responsibility

電子投標(biāo)文件遞交：投標(biāo)人應(yīng)在截止時(shí)間前使用投標(biāo)文件制作工具（中招聯(lián)合官網(wǎng)免費(fèi)下載）按格式制作投標(biāo)文件并加蓋電子簽章進(jìn)行加密，登錄“中招聯(lián)合招標(biāo)采購平臺”，將加密的投標(biāo)文件上傳，并保存上傳成功后系統(tǒng)自動(dòng)生成電子簽收憑證，遞交時(shí)間即為電子簽收憑證時(shí)間。
Submission of electronic bidding documents: Bidders should use the bidding document production tool (free download from the China Unicom Joint Official Website) to prepare bid documents in accordance with the format and encrypt them with an electronic seal before the deadline. 投標(biāo)人應(yīng)在招標(biāo)文件規(guī)定的投標(biāo)截止時(shí)間前完成投標(biāo)文件的遞交。投標(biāo)文件的遞交是指使用“中招聯(lián)合招標(biāo)采購平臺”在投標(biāo)截止時(shí)間前完成投標(biāo)文件的上傳，未在投標(biāo)截止時(shí)間前完成上傳的投標(biāo)文件視為逾期送達(dá)。為確保投標(biāo)文件能夠按時(shí)上傳，建議至少提前一天進(jìn)行電子投標(biāo)文件的上傳。
The bidder shall complete the submission of bidding documents before the deadline for bidding specified in the bidding documents.
